Cant start windows 8.1 - cant access safe mode

HP Pavilion 500-424 running windows 8.1

I cant access safe mode with network. The computer goes into diagnostic mode to attempt repairing disc errors, then it says the errors could not be repaired and provides options including shutdown, recovery, saving files before resetting to factory defaults, and advanced options, Command line is an option within the advanced options. I used the bcdedit /set {default} safeboot network command, which command line then states has executed successfully, but nothing happens. rt Shift + f8 upon starting the computer leads to a page where the only choices are to attempt starting windows via 8.1 or to do diagnostic tests. Either way, it leads back to the loop of trying to repair errors and failing.
