I've just done it. Very straight forward. Right click Start > Control Panel > Speech Recognition > Just follow the instructions. Have you got a Microphone/Headset/desktop mic? Even the mic on your webcam will do. Be sure you have enough paper in your printer, as there are 15 pages of commands to print/learn to voice control your PC.
Let's know how it goes for you. Neil.

I hate when I am obtuse. Bear with me, it is a bit more complicated than what you think it is. Let's go back in time. When I choose Speech Recognition, the popup says: "Speech Recognition could not start because the language configuration is not supported." Blah, blah...

It appears there is a conflict in my original set-up between English US, and English UK.

When I read the 'Welcome screen and new user accounts settings" popup:
    Current user: all US.

Welcome screen: Display language, UK. Input, Format, Location, US.

New user accounts: Display language, Input, language, UK. Format, Location, US.

I need to locate the area in which I can set everything correct. Any ideas or is my convoluted explanation too complicated. I am not sitting around waiting for someone else to slove this problem. Like you and am retired as a physics professor. I sincerely apologize for all this.

Allow me to explain why I want speech recognition. My hand tremors are increasing and it is difficult for me use the mouse and type. Speech is fine and I need to figure this all out. I recently changed to W10 like millions of other Window fans. I used Speech on a regular bases in W7, so I am familiar with it. Thank you. Gary

    NEW THOUGHT...

At the bottom of this page there are two boxes:
"Copy your current setting to: "
    1. Welcome screen and system accounts.
    2. New user account.

After reading this for a few days, I now realize that it means to copy the "Current user" data into both the "Welcome screen" and "New user accounts" data. Duh After I reboot, I'll be back.

Nope. Nothing changed. I'll continue to trouble shoot, or shoot myself in the foot. Gary

Hi Gary, in W10 > click on Notifications Icon (right lower corner) > All Settings > Time and Language > Region and Language > make your necessary changes in there which should be the base for W10 to work from. Neil.

It may pay to use the Option to Fresh Install W10 and try again. Neil.

Should I do this after universal solution 1; unplug, wait 15 seconds, and plug it back in? :)

Hi Gary, did you check your settings in Region and Language?

Nothing worked. The solution was to repair W10. All is well. Thank you for your assistance.
