I cannot see the thumbnails in Explorer.
In the folder options settings, I have "Always show icons, never thumbnails" unchecked.

Then, in the Advanced System Settings dialog, under Performance, I have Show thumbnails instead of Icons checked.

    What else can I do?

In File Explorer > View tab and select what you want to see. Extra Large > Medium icons show as thumbnails as does Tiles. Can also click on icon in the extreme lower RH corner of the window.

That did it. The medium icon size is just fine for me.
