I've ran disk cleanup several times including the old os files, temp updates,
actually checked all the boxes but the $Win-bt folder is still there. From what
i see (searching) this should have been removed with disk cleaner.

I suspect this could be the cause of the 1511 os not installing (setup couldn't
    start properly).

Any advice on deleting this folder?

    thanks,

    Tried that, 50/50.
The ~WS folder is gone but the $Windows.~BT folder remains on screen.

    on-screen:

    Windows PowerShell
Copyright (C( 2015 Microsoft Corporation. All rights reserved.
    PS C:\WINDOWS\system32> takeown ?F C:\$Windows.~BT\* /R /A
Error: The system cannot find the file specified.
    PS C:\WINDOWS\system32> icacls C:\$Windows.~BT\*.* /T /grant administrators:F
C:\.~BT\*: The system cannot find the path specified.
Successfully processed 0 files; Failed processing 1 files
    PS C:\WINDOWS\system32> rmdir /S /Q C:\$Windows.~BT

    anymore ideas?

    Evan,

That worked good for the 64 bit sys.
Will go try it on the 32 bit sys.

    I will close this thread.

    thanks,
