I had this problem before but got it fixed. My scroll bar is almost too small to be of any use. My arrow pointer is wider than the scroll bar.
Last evening I got my update to Win 10. Between download and install, it took about 45 minutes. First look scared the hell out of me. My desktop screen only had two icons, when there used to be 15, and they were both about 4 inches tall. I took a few seconds to register that the whole screen was about 3 feet wide. Took a while to find end of it to change it back. Made lots of other adjustments too.

Back to the scroll bar. I used the same technique as last time to change the size of the scroll bar. In the registry, HKEY-users, control panel, desktop, metric. Change numbers to make the bar wider, reboot. Only this time it doesn't work. I tried several different numbers, both higher and lower, but no change. I don't know if this is a change or not, but under HKEy, there is now a default tab which I didn't notice before.

Windows seems to be running fine, but I would like that scroll bar wider. Any suggestions?

    Hi lynn1102,
How did you Update/Grade from XP SP3 to W10???
Please give us the process you went through to finally enable an Upgrade to W10 as your System Details must be out of date.
It sounds like Graphics card/chip is not adjusting Resolution sizing. Neil.

Sorry, I did forget to update my details. I guess lots of others would like that info also. I do have Win 10 and just got the newest update. I had to leave for a few hours and am now back to playing with it.
If it's any help, I just noticed that the first listing under HKEY-USERS is a .DEFAULT. I don't remember seeing the default listing last time I changed the setting. Would the dot in front mean something, like it can't be changed. I was going to play with that next. I do have a back up in case I blow it.

My profile is still good, but that's another machine. How do I change or add to this one?

You'll have to decide which is your MAIN comp to show the Details. In the meantime you will need to give us the System info of the W10 comp and whether you Upgraded from W7 Home/Pro/? or W8.1 Home/Pro/?
What's in the box helps us to help you better in diagnosing problems.
I would not fiddle in the Registry especially with W10 as there are many little problems that can be cured/fixed in W10 with a Restart or a complete Shutdown and fresh boot up. (This may seem strange when you've just started the comp, but you can receive updates or part of updates from MS via other PC's near you unless you have altered that in WU.)
Checking to ensure you have all the W10 Updates as they are delivered and the use of Troubleshooting and Feedback. Neil.

OK, I changed my system profile. On the original download, lots of users had the same problem with the scroll bar, but it could be fixed by changing the setting in the registry. With the new download, lots of things have been set back to default. Evidently this is one of them.
I spent several hours resetting things, and I found things this morning that have changed since last night and they would have nothing to do with my playing in the registry.

Hi lynn1102, could you include your Motherboard make and model in your System Details as that is really the nub of your comp. Whether it has onboard chips for graphics and sound etc, Thanks.
Is the scroll bar back to normal after the update? Neil.

OK, I added my mb to my profile. I haven't play with the registy since yesterday, but things are changing by themselves. My start menu has changed color 3 times, the sound when a new message has changed. The scroll bar back to the original size when it first installed. My monitor screen is 18.5 inches wide and the scroll bar is 3/16 inches wide. My arrow pointer is 5/32 inches wide. Not much room for error.

Maybe if enough people complain about it, they might do something. I still like the adjustments in XP.

Sorry for late reply. The features you are noting are builtin to the latest version of W10. My main screen is 27inch and my scroll bar and arrow heads are the size you quote.
I personally have no problem as I use my wheel mouse mostly to scroll and also use the wheel press to initiate auto scroll when needed.
You can adjust through Themes and Display and Sounds for your individual requirements. Neil.

The size of the mouse pointer can be changed in Settings > Ease of Access > Mouse

Thanks, I'll give it a try. I got another big download yesterday, but don't see any changes. I'll let you know.

I gave up try to fix this problem. I downloaded the other program but can't get it to run. Tried several times. I get an error message, but it won't tell me what the problem is. I can work with the scroll bar the way it is, but I'll still cuss at it when I miss it. Thanks to all for trying.
