A friend of mine over at RADIFIED did a renewed download this morning and compared the ISO's. It's the same as last week. So, if you have the "1511" version (build 10586), then no changes have been made. As you can read in the article, the bug affects very few users who already have Win10 installed and a correcting update kb3120677 has been released.

After reading that KB-article, which states that it replaces kb3118754, I believe that the problem is with the kb3118754 update and not the MediaCreationTool that was removed ... ... possibly in a state of panic. The MediaCreationTool is for upgrading Win7 or Win8.1 or for clean installations of Win10, meaning that the personalized settings in Win10 which are affected can't possibly have been done.

However, those who are running Win10 build 10240, download and run the MediaCreationTool and do the update that way would still be affected ... ... and would have to install kb3120677 ... ... I think.

I just found that kb3120677 is already available in Windows Update at my end. However, my Windows 10 has been working properly so far.
