Unable to Install new or reinstall lost Act 2000 Program.
Error starting program message says "the ATTIASK.EXE file is missing and is linked to missing export Aticwdde.dll:init."
What export? How and where do I find ATICWDDE.DLL:Init to reinstall it?

I think you meant ATITASK not ATTIASK.exe

More details about your system would help (Make and model of brand name PC or video hardware)

Also tell us what software or hardware changes you have made before this error began (more details on the Act 2000 Program)

I used to have both atitask and aticwd32 running when Windows starts but I disabled both of them in my Startup Manager years ago with no problems. Here is what I have in my notes on these ATI video driver files:
    =========copy/paste===========

    Unfficial Aptiva Message Board 1/11/00

Atitask and Aticwd32 - ATI TSRs which support the ATI Rage bells and whistles ( "Hot Keys" and other features accessable via the ATI-specific
tabs in Display Properties). Both load via the Run key in the Registry and can
be disabled if you wish.....Actually the ATI Tray Applet which places the small
ATI icon in the taskbar tray is yet a THIRD ATI TSR named ATIICON.EXE, the two TSRs mentioned have nothing to do with the tray icon.

I believe that ATITASK (aka ATIKEY32 in older ATI driver versions) is a "keyboard monitor resource" which supports the ATI "panning" and "hot
key" features. I have no idea what ATICWD32 does but I never noticed
any features (any features that I used anyway) fail to function having it disabled.

Here is what I found on groups.google.com:

    (snip)
both drivers appear to be ATI video card drivers so I think I'd start by reinstalling your display adapter drivers or by downloading the latest drivers for your adapter from ATI and installing those instead.

There is no such error coming "all of a sudden ". You should remember
    what you have done before.

ATITASK.EXE comes with your video driver. This file seems to need a
more recent version of ATICWDDE.DLL than being installed by Windows.

If this doesn't help, get a driver update from the manufacturer of your
    video card: http://www.ati.com/
