If it was the program that installed it, yes, you can delete them. You can make a copy of the dll or ocx file, then allow to be removed. Then if nothing screams for it, you can get rid of the copies.

When the uninstall program pops up a window asking if you want to delete or remove the shared file, it should give you the name and location of it. Then use Windows Explorer to Copy and Paste before you tell it to remove.
The link below will show how to use Windows Explorer.

Are you going through the controll panel and add/remove programs? (Hopefully?) It should give you the option to keep or delete the shared files?

Getting back to the issue of uninstall programs asking to remove shared files:

My feeling is, if the shared ocx or dll file is located in C:\Windows\System, I would make a note of the name of the file to look up later but I would LEAVE IT ALONE (say NO when it asks to remove the file).

I ran across this issue the other day uninstalling an IPlayNet program I don't use. I said NO to removing these shared files from C:\Windows\System ( I kept the files):
    Comct232.ocx
    Asycfilt.dll
    Comdlg32.ocx
    Mswinsck.ocx
    Vb5stkit.dll
    Http35.ocx
    Ipport35.ocx

Later on I found the following:
