Links Not Working In Outlook 2010

this problem started when I atttempted to do a repair installation of my Windows 7 Home Premium x64. It was operating slowly. My retail version wouldn't let me do an upgrade installation because it said I was trying to upgreade to a version that was newer than my version on disc.

I then downloaded an ISO version from the internet and installed it successfully. I also did a repair install on my Office 2010 Professional Plus x64 to see if the original problem was there.

When I started using Outlook 2010 none of the links in my e-mails would work and that is still the case now. I have tried to install Explorer 11 and I get a 643 error code or I get a 'crytpographic service not running on this computer' error message.

How can I fix these problems to get my computer back to where it was before?
