MS Silverlight Problem

I think my Silverlight is corrupted because when I go to upload a photo on another site I click on a 'Photo' tab which takes me to Insert Photo/Step 1 - Upload a photo from your computer. I click on that and another window opens Step 2 with a button "Select Photo ". The button is not greyed out but
when I roll the mouse over it I only get the arrow instead of the little hand. The 'cancel' button below it works and the arrow turns to the hand. If I click on the 'Select Photo' button with the arrow nothing happens. If I right click on the 'Selct Photo' button I get a little window which says 'Silverlight' which is why I suspect that is the culprit.

I uninstalled Silverlight and re-installed it and the same thing happens.
Now what?
