IE saves passwords in cookies and they are encrypted. I believe there are viewers that will decrypt/let you view the password.

No it does not. See below.

That is correct but ONLY if the Web site sets a cookie with an encrypted password. Not all sites store login credentials in cookies.

IE can store two types of username/passwords:
    1. Autocomplete
    2. Basic HTTP Authentication

#1 is used for sites such as email sites, forums, etc.
#1 is used for .htaccess (Apache Web server) and similar authentication on Windows servers. An example would be the type of login prompt used by modems & routers, or if credentials are required to access a site or its private sections. example: (my home server):
    http://www.turrisi.org/music

IE stores such credentials in the registry and they are encrypted. Firefox also stores these credentials encrypted in a file in the profile folder and includes a feature to decrypt and read the credentials in the browser options window.

To view the saved login credentials stored by IE7 forward through IE 11 one needs to use a 3rd party software such as Nirsoft's IE PassView.
