DLL Library error

I am not able to install a game after I download it from a sight called Shockwave.com. I keep getting the following messages:
Could not load the DLL library
C:\Users\dewrose\AppData\Local\Temp\
OCSa1D4.tmp\OCSetupHlp.dll.

Offercast2802_MTV_.exe-Application Error
The application failed to initialize properly (0xc000007b). Click OK to terminate the application.

Then when I click "ok" this messsage appears:

Offercast-APN Install Manager has stopped working.

I have Vista 64. Any insight on what the problem is and how I can resolve this so that I can install the games would be greatly appreciated. Thank you

 

Hi Steve, thank you for your suggestion. I did try that and I still get the same error messages as previously posted. any other suggestions?

I had that problem a while back and found this tool: http://www.afterdawn.com/software/system_tools/misc_system_tools/take_ownership_shell_extension.cfm and point it to that directory and then retry the install.
(Note Once you install the program you can use windows explorer to get to the folder and right click on it and take ownership of the folder from the root down...
