taskbar on right side of screen instead of the bottom of screen

Taskbar on right side of screen instead of across the bottom. I tried the standard, right click thing, drag over here thing. I didn't put it there but it won't go back to the bottom.

 

Try rightclicking the taskbar in any empty area and remove the checkmark on "Lock Taskbar "
Then, leftclick the taskbar in any empty area and drag down to the bottom.
Then, re-check "Lock Taskbar "
