I had a laptop whose hard drive was about to kaput so I created an image using shadow protect boot disk and restored it to a new hdd. The drive boots just fine but after preparing desktop I got a rundll.exe error "the file may not exist or you may not have permission to access it" That only happened the first time. Now it just boots to a blank desktop (no icons, taskbar, programs running)

If I launch the task manager I can run explorer.exe and I am logged into a temporary account. Also interesting is that the drive shows up as V: drive when I boot from the hard drive but if I boot to the vista recovery cd it shows up as C: drive.

At first I thought it was an issue with the drive letter showing up as non-standard but I can't even change it because the VDS won't start and diskpart won't work either when booted from the hard drive.

This leads me to believe that its a permissions issue and the main user account doesn't have access to the hard drive. (I am unsure how to fix this if this is the problem)

If any of you have any insight I am all ears! Thanks!

I appreciate the reply Evan, however I'm having some trouble in taking your steps into action. First, I can't change drive letters due to not being able to access diskmgmt or diskpart, they won't load rather as the computer boots into a safemode like desktop with minimal services running

Second, Trying to follow the instructions from second link won't work either as I have to install a program and I am unable to do so due to the installer service not running

Ok, lets try this method to repair your system:

    1. Download the portable version of Windows Repair (All In One) from here, Windows Repair (All In One).
    2. Download the portable zip file to your desktop.
    3. Extract the contents of the zipped folder, and then right click the programs .exe file and click Run as administrator to launch the program.
    4. After the program opens, click on the Step 2 tab and click the Do It button to have the program run Check Disk on the file system. Screenshot.
    5. After the computer finishes running Check Disk, start the program again and proceed to Step 3.
    6. Click on the Step 3 tab and click on the Do It button to allow the program to run the System File Checker to find and fix any corrupt Windows files. Screenshot.
    7. After SFC finishes, proceed to the Start Repairs tab.
    8. On the Start Repairs tab select the Custom Mode option and then click the Start button. Screenshot.
    9. Now ensure that ONLY the checkboxes in the program are checked as indicated in the following screenshot, List of Selected Repairs. Do not check any other options except for the ones in the previous picture.
    10. Next when the checkboxes are selected, click on the checkbox that says Restart System when Finished.
    11. Now click on the Start button to start the repair process.
    12. The process could take some time so please be patient.
    13. After the repair process finishes, the computer will be rebooted.
    14. Let me know if the system boots up normally after running the above fixes.

I should add that any programs that require elevation to work don't run, I get an error that the file was not found or I don't have permission to access it. I'll probably just have to reinstall and do a manual restore of files of the hard drive. Thanks anyways evan, if you have any other ideas go ahead but I think that I'm just out of luck.

If you can't even run that program to open it then it looks like your Windows Vista installation is seriously corrupted. Before doing a clean install of Vista try this, How To Perform a Repair Installation For Vista.

If the repair install does not fix the problem then your only other option is to perform a clean install of Windows Vista and then manually transfer your files over to the new installation.

I ended up just backing up the files and manually transferring them over. On the bright side the computer runs much faster on the new HDD. It was just a pain having to reinstall all the programs and settings.
