Web site pages are bouncing up and down

The bounce is so bad that i cant use my PC to send this help message. The only way I can stop it is by clicking and holding on the scroll bar, and as soon as I move the cursor to the window, to find the item that I want, or to try and start a message, off it goes again.
I have restarted, and also done a system restore to a a couple of weeks ago when all was well. No difference. Sending this message from my iPad.
Btw google name is made up of 6 little figures also bouncing up and down , or is this just a coincidence, or maybe is it google playing tricks ?

Which browser are you using at the moment, and does it still occur you use a different browser?

Does the problem persist when browsing with add-ons disabled?

Have you tried booting in safe mode with networking? Is it the same?

When was the last time you did an anti-virus scan?
