I built a "value" system for a friend and his family. That was around two years ago and he is still extremely happy with it's performance. It was a Gigabyte motherboard coupled with AMD Core 3 CPU. Gigabyte is my choice for the best value. I doubt I would ever choose a Celeron or Sempron CPU, unless it was purely for very, very basic activities. I would push for say, a low end Pentium. It does not take long before the system gets loaded up with all sorts of background "junk ", for example, updaters, drive scanners, antimalware checking everything, printer programs, etc.

I always get a CPU that will cover my expected needs as far as I can see into the future. Check the System Requirements of any programs you expect to be run.

My sister ask me to build her a low priced system, against my advice, she said to use the lowest priced motherboard and transfer the rest of the hardware from her old computer. The motherboard "broke down" in less than 18 months. Her bother (also known as "the slave" :D) had to rebuild it again.
