How to run Chkdsk from My Computer or from Windows Explorer
    1. Double-click My Computer, and then right-click the hard disk that you want to check.

    2. Click Properties, and then click Tools.

    3. Under Error-checking, click Check Now. A dialog box that shows the Check disk options is displayed,

    4. Select the "Scan for and attempt recovery of bad sectors" check box, and then click Start.

Note: If one or more of the files on the hard disk are open, you will receive the following message:
The disk check could not be performed because the disk check utility needs exclusive access to some Windows files on the disk. These files can be accessed by restarting Windows. Do you want to schedule the disk check to occur the next time you restart the computer?
Click Yes to schedule the disk check,

    5. and then restart your computer to start Chkdsk.

I am trying to think of anything else.

I would go into the BIOS (Startup settings) and reset them to Defaults. It is usually by pressing the F9 key.

Is the game stand-alone or online? I wonder if it might be due to a network/internet problem.

I originally thought it was a network problem at first as well because I first noticed it when I was playing online games, but then I went and played a single player offline game and I still experienced this. Not to mention that everyone else in my house using the same network isn't having any problems.

Also as for the check disk scan from the post above, I've already run that and it came back with nothing.

Try disconnecting everything except your mouse, keyboard and monitor. See if the "lag" during startup changes.

Mattman, sir, you are my new best friend. It turns out it was my external router. I don't know the whole reasoning behind it, but I am now off to buy a new router. Thank you very much sir!

Good to know that you found the culprit. After you buy your new router and set it up, post back and let us know if the stuttering in your computer is gone.
