   I am using windows XP, I am getting message: error 138 unable to access network when I try to download google chrome or some internet programs.
   also it wont let me do a system restore, error message saying restore incomplete.

   Usually this associated with conflicting AV/security software.
   
   Try to (temporary) disable Norton & see if that solves the problem.
