Check to see if the 'Help and Support' Service is running.

There's also a program called "SIW" that gives all kinds of details on your system. Don't know if it's a freebie or not.

    You can also simply press

    [Winkey]+[Pause/Break]

(Works in XP, Vista and 7).

Opened up this problem again as unresolved, Steve R Jones comments worked so marked thread as resolved/
Checking back all responses I found MARK62 comment " see if 'Help and Support Services are Running' answer NO, neither is 'System Restore'.

System Information doesn't function unless Help and Support is running.
With System Restore & Help and Support disabled, I wouldn't say something was wrong. Those are two Services that some users choose to Disable as being two less things running at startup, and aren't really necessary to them.
