Restart not working, freezes PC instead

I cannot get my computer to restart when I hit restart. When I hit the shutdown button it will shut down. When I hit the restart button it will act like it is shutting down, but then freezes. I had a comptuter tech man install windows xp. I had windows me before. It was doing the same thing. When the tech took my tower to install windows xp, it restarted every single time during the switch over. When I bring it home and hook it back up and hit restart for the first time, it will not restart. I have to cut the power off the cpu and reboot everytime. Please, if anyone can help it would be nice. thanks

 

Did the tech wipe out everything and do a fresh install of XP? Or did he simply "upgrade" XP over an existing problem?

 

Everything was wipe clean. While he put in xp the cpu restarted every time he had to restart.

 

Do you have a network card installed to join your PC to others on a network? Sometimes these cards can cause freezing on shutdown. If it's not being used, try disabling it in the Device Manager

 

I tried that and it still will not restart. It will shut down properly but not restart.
