When I run an application from the start menu, the new application does not claim the focus ie. it loads, but the window of the application already running stays on top); to access the newly loaded application, I have to click on its taskbar button.

What setting do I need to change to make the focus automatically change to the new application?

What happens if you use alt+tab (fast switch) does it allow you to switch to it?
If you use show desktop before you open the application, how does it appear? ie Full screen or windowed?
If it does not appear at all, then it has been started to run minimized.
Do either of these suggest you right-click the Taskbar, click "Cascade
windows "? Also try "Tile windows ". Any good result out of that?
This may help. A quick look at this Website has suggested two things 1) Windows 7 tends to remember startup behaviour and 2) the Start up behaviour can be modified by using the suggestions on this site

    Many thanks for the responses.

No, I'm afraid not, Mickzer. The window is opening in "Normal" mode (ie. not minimised or maximised), but it is behind other windows.

    Yes.

    Windowed.

Cascading and tiling does allow me to see the window - but I would still like to be able to run the programs such that the window gains focus automatically, in the usual way.

The shortcuts already correctly specify that that the program should be run in a normal window.

    Any other ideas???

The apps are running windowed not Full screen so why if the start up behaviour is set to full screen? Is this all apps or your favourites? Try simple ones notepad, calc,

Tech support isn't always solve it! might its to push you in the right direction...

OLE2 gets bent in allsorts of strange ways, HTML and IE get in on this to so check the silly things first as well like default browser. How long has it been going on for? When did it happen? Check list
    1) What does it effect
    2) What does it not effect
    3) When did it start

    Single application or multiple/all?

I'd look for an updated video card driver.

I'll do some more analysis. It may be that certain programs are stealing / keeping hold of the focus, rather than programs failing to try to claim the focus.

I have now worked out what is happening. I am using Start Menu 7 (an application that emulates the classic Windows start menu) to launch programs, and the frequent failure of newly launched programs to claim focus appears to be a bug (although this has not been confirmed by its authors), when running Start Menu 7 under the 64-bit version of Windows 7.
