Resolved Windows screen seems to be "refreshing"/flashing

    I thought I had a virus on my computer but I posted a thread in the malware section and my computer was deemed clean. So now I don't know what's causing the problem. If I have an icon selected on the desktop (Windows 7 64 bit, btw), Its unselected within a second or two. It makes renaming shortcuts and files difficult. When I right click or open any menu the menu is closed in a second. When a window is open the title bar flashes as if its refreshing, although it isn't really refreshing. I can make a video of the problem or let someone view my desktop to make the problem clearer.

    have you tried using a different mouse, or if a laptop, temporarily adding an external mouse?

    I backed up my computer and restored to a factory image and then restored all of my documents.
