Resolved Permission change in Windows 7

    After reinstalling Windows 7 Ultimate a week or so ago, I need administrators permission to open every programme. I have seen a step by step to change each programme individually, but I can't even double click on a photo to open it.
    Is there something i can get into and change the permissions globally - or something i can do during another reinstall to fix this bothersome problem.

    The Win 7 Ultimate is running in an Asus N9C Series. I look forward to your suggestions. Thank you, Trevor
