For the last couple of days I cannot open the "Internet
Options" icon. I wanted to change my home-page, but double-
clicking or file-opening does not work anymore in the Setting
    window.
    Can anybody help me here?

    Re: Internet options lock-out

Thanks Brett for your suggestion, but alas,
when I tried that, my system replied:
"This operation has been cancelled due to
restrictions on this computer. Please contact
your System Administrator (would that be my
    Internet Provider?).
So back to the "drawing-board ".

Is your homepage still the page which you originally selected? Or has it been changed to something else (without any input from you)?

    Re: Internet Options

    Hi Brett,
yes I'm still on my old home-page, but I like to use the
Options to sometimes change home-pages and
    manipulate the security options, etc.

    Hi.

    Have a look in your registry for this key;

    HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

    It should look like this;

    NoBrowserOptions REG_DWORD 0x00000000 (0)

If it has got a 1 at the end of the string change it to a 0

Hope this is what you want.

    Amie

    Hi Amie,
thks v.m. for your kind suggestion, however I seem to be unable
to locate that registry key. After I had downloaded a software
from Lavasoft called Reghance, I searched for that key, but all
I got in response was: "search already completed" without
the HKEY-CURRENT_USER etc. etc. showing up. Therefore I
could not change the value and the end of the string.
Even when I run Regdit, I could not get far. I,m really confused
and perhaps you could help me further by a step-by-step
introduction how to look in the registry etc. etc.? I am still
    learning the computer you see?
    Thks v.m. in advance

Real simple to do this. When you open Regedit, look in the left pane. You will see little yellow folders with names starting with Hkey. Look at lesamie's post and you will see one named Hkey_Current_User with a + sign next to it matching what he has at the beginning. Click the + sign and a bunch of folders will unfold, then go to the next word after the \ and click the plus sign there. So on and so forth. When you get to Restrictions, click on the word Restrictions. Look to the right pane and find the value NoBrowserOptions and see if there is a 1 to the right of it. If there is, right click on NoBrowserOptions and select Modify and change to a 0. Reboot.

Note: Using Regedit, there is no UNDO and deleted items will NOT be found in the Recycle Bin.

    Hi Markp62,
thks v.m. for your suggestion, but somehow (perhaps my
registry is more damaged, than I thought), all I could get to
    was:
Microsoft\Outlook Express\5.0 and that was it. When I double
clicked on 5.0 folder I got rows and rows of strings, but could
not find anything with: "Restrictions ". I found a number of
strings with x00000000 (1) and changed those to (0) hoping
that would somehow alleviate the problem, but I did not
know their purpose, I even have trouble with some downloads,
including re-installing my Norton System Works 2002, when only
part of the download succeeds and Live-update cannot be
established. All this is of course a big puzzle to me, but luckily,
the basics are intact in regard of accessing my Pop3 e-mail in
Outlook Express (which I lost for about 1 month) and I can
still browse the Internet, but cannot access Internet Options to
control Home Pages, set security etc. etc. Through the Tools
menu I get the message: "This operation has been cancelled
due to restrictions on this computer. Please contact your
System Administrator" (whoever he may be!).
    I am stumped!
Anyway, thanks for your kind interest and suggestions.
    Regards
    NosLap

To make it easier go to Spyware/Hijacked and get the Start Page Guard download. I haven't used it myself, but should do what you need.
Or in Regedit, go to the toolbar at View\Find, type in NoBrowserOptions, check the box for match whole string only, and let it find it for you. It may take it awhile. Then Modify to a zero, or delete the value. Make sure you are doing the deleting in the right pane of Regedit.

What OS? Is this machine at home or at work? Have you maybe been experimenting with policies?
