I believe you would have to get English version of Windows & install it. There is no way to switch the language [as far as I know] unlike Linux.

For Window XP, you'd need the Multi Language version of XP, or change the version of XP installed.

Vista & Windows 7 (the Ultimate & Enterprise versions) language packs available for download.

Vista also has Language Interface Pack's (LIP). Windows Vista LIPs provide a translated version of the most widely used areas of the user interface. LIPs are freely available to download, and most LIPs can be installed and used on any edition of Windows Vista.

For Vista read: How do I get additional language files?

Windows 7: Windows 7 language packs are available for computers that are running Windows 7 Ultimate or Windows 7 Enterprise
