placed a rockfish sound card (PCI) in my dell 510 dimension, except the OEM motherboard audio maintains a conflict and can't get the sound card to work.
the hardware is XP compatible, (according to the company and box).
already tried to shut off the on board audio via bios.

Did you go into device manager and disable the on board chip.

reboot and make sure the rockfish sound is enabled in device manager.

    Rocketfish™ - 7.1-Channel PCI Sound Card
    Model: RF-71SDCD

this is what rocketfish sent to me: (duh tried this already)

"Since the sound card is being recognized, it seems that all you need to do now
is to configure the audio settings on your computer. To do so, follow these
    steps:

1- Go to the CONTROL PANEL. To do it, click on START, select SETTINGS and then
    CONTROL PANEL
2- Click on SOUNDS AND AUDIO DEVICES, and there, select the AUDIO tab.
3- In SOUND PLAYBACK and SOUND RECORDING, choose the Rocketfish sound card as
    the default audio device.
4- Go to the SOUNDS tab and, in SOUND SCHEME, select WINDOWS DEFAULT
5- Hit APPLY and OK "

since it doesn't show the drivers as installed (even though their install software says it is finished....)

Have you tried the repair function for this soundboard? According to your manual, one of the options offered to you, if you use the add/remove software icon via control panel, is to "repair ".

If not I would go to your support site here:
    http://www.rocketfishproducts.com/p-172-rocketfish-71-channel-pci-sound-card.aspx

Download the latest drivers and extract those into a folder (name of choice). Then via device manager, click on the rocketfish drivers tab, select "update drivers" and choose to manually install them myself. Click on "have disk" and point/browse to the extracted drivers in the folder you previously extracted this download to.

Inside the above download will be a folder named, "audio ". Inside there is a subfolder named "Drivers" and inside there is the xp folder.

    --------------
Once drivers are added for the board, Via administrator tools>services check and make sure audio service is started or restarted.

Switch it to another PCI slot.
