OE is integrated into IE - which version of Internet Explorer are you running - 6, 7 or 8?

Try out the steps outlined in ....

An Outlook Express basic repair kit

Do not run this command when reregistering the library files ....

regsvr32 msjava.dll - it will fail as msjava is no longer incorporated in Windows.

    Pete
i printed and briefly read it
Under CLOSE OTHER PROGRAMS it states IE and OE must both be open. Question; how do that??
Question; what do i do at regsvr32 msjava.dll
Question. can i just skip to Reinstall or Repir Outlook Express
Question. why not just run my "system restore" disks ??
and will they remove "Local Folders" ?

Open IE and OE as you would normally - I assume they both still open?
Ignore that command - do not run it. If you do you will simply receive a message that it has failed - no harm done :)
If you wish, but first uninstall IE7 through Add/Remove Programs .....

Repair or Reinstall Internet Explorer6 and Outlook Express 6
If you run your System Restore/Recovery disks they will format the drive and restore the computer to the state it was in when it left the factory. If you follw this route back up your data first and ensure that you have the installation disks for any installed programs.

Running the Recovery disks will wipe everything off the drive

What did not work? The Outlook Express Basic Repair kit?

    Two options ....

Depending on how long this problem has been with you a System Restore may solve it ....

Start > Programs > Accessories > System Tools > System Restore (if memory serves me right)

System Restore will not affect your data and is entirely different from using your recovery disks.

Alternative is to follow the Repair or Reinstall link I posted above.

Your problem is related to the address book. This is because "new messages" are hooked to the address book and OE cannot open the address book and the error message gets generated. You have to repair the address book.
    http://support.microsoft.com/kb/269777 (applies to OE6 too)

There's also another cause of the corrupted address book and a fix from MS:

    TO PETE C. (and others)
DEAR SIR, YOU HAVE HELPED ME MANY TIMES IN THE PAST, BUT RECENTLY YOU REFERRED ME TO "An Outlook Express BBasic repair kit" article by Tom Koch. it did NOT fix the problem,i never got to regsvr32 msjava.dll. one above it gave me error message "the specified module not found ". there were errors before this....
IN THE FUTURE PLEASE GIVE ME YOUR EXPERIENCE, OR WALK ME THROUGH IT STEP BY STEP{ I CAN PRINT OR READ ON LAPTOP WHILE DOING IT} OR REFER TO MICROSOFT. PROBABLY MSFT WOULDN'T HAVE SOLVED IT BECAUSE HARD DRIVE WAS CORRUPTED.*******
    NOW Have different 'puter,;went from XP 2003 VERSION TO XP 2002 VERSION.{THEY ARE DIFFERENT}

As your hard drive was corrupted even the most detailed walk through would not have helped in this situation :)

The article I posted is very clear and step by step with illustrations..
