Its a long time since I played with a 98 box. Basically, you need to go to the network adapter and make sure that TCP/IP is installed. Then go into the TCP/IP properties and then set the IP settings to match the router. If memory serves me right, the simplest way to get to the network settings is to right click on network neighbourhood and select properties.

The IP settings you need are:
    • IP address - unique to PC. First part should be the same as your router, with the last number different to the router (but not greater than 254). So if the router is 192.168.1.1, use something like 192.168.1.195 for the IP address of the computer.
    • Mask - same for all the PCs on your network. Usually 255.255.255.0 on home networks.
    • Gateway - The internal IP address of the router. So something like 192.168.1.1.
    • DNS - The IP address of a DNS server. Often your router will act as a DNS proxy, so worth trying your router's IP address. Alternatively, ask your ISP for the IP address of their DNS servers.
All four of those need to be set to get internet connection with the ability to resolve web addresses to IP addresses.

Also in Win98 you will need to disable WINS,

Two thoughts on this for now.
First thought is checking to see if the Netbeui protocol is installed, if so remove it. If this is the only machine that has it, the others may not be able to communicate with it.
The second thought is just maybe the network card is bad, even if the little lights are blinking. You seem to have more than one computer at hand, perhaps a temporary swap out?
Maybe you could post what protocols and services are installed?
