I formatted and reinstalled windows XP from a Dell supplied disk. I don't have hibernate and sleep in powercfg anymore. Is there any place that I can download them?

If you are certain that you cannot go to Control Panel and click Power Options and have it display the applet that allows you to set power management up in XP, then your installation wasn't complete. That's an integral part of XP.

That aside, if you want to try a 3rd party PM, get This one. It sounds good but I haven't tried it.

I know of no way to install or re-install the native PM of XP.

Did you install the chipset drivers from Dell's cd or web site? The chipset drivers tie the mobo to the OS.

I Used the Dell CD and looked through the resource disk and couldn't find anything on powercfg
The screen saver is the only thing that works. Can't turn off the monitor or anything.

There are a few possible reasons.

Start the computer and use the key combination shown briefly on-screen to enter Setup...that's the BIOS setup. It may be the DELETE key on the keyboard.

In the BIOS setup, you need to make sure the power management option is enabled. It varies form year to year on Dells, but it may be listed under Power Management as "Low power mode ". Enable that and use the exit option that allow you to Save the Changes and Exit Setup.

If it was disabled and is now enabled, Standby should now be available in the Power control panel. Clicking the Hibernate tab in Power CP, you can checkmark the box now to enable Hibernation also, click Apply, and it should also appear.

Another issue that can prevent Standby and Hibernate from appearing (at least on the shutdown dialog) is if you do not have the correct video driver installed for your display adapter. You can look at your Display Adapter in Device Manager... if it shows a Standard VGA or similar, you'll need to download the correct driver for your model from Dell.
