If there is no option within the particular software you want started that allows for auto-starting it, you will need to place a shortcut to the executable file of the program into the startup folder which is located at
    %USERPROFILE%\start menu\programs\startup

Type or copy/paste that string into the RUN window and click OK or press enter, and it will open the Startup folder for your user profile. That's where you place the shortcut to open the programs when Windows starts.

Perhaps if you tell what program(s) you wish to start, I can expedite your work.

Do you want to STOP some programs from running at startup or make some run at startup?

The only way to do that in Control Panel would be to create a Scheduled Task that would execute at log-on or start-up. Go to Control Panel and click on "Scheduled Tasks" and follow the screen prompts.
