When doing a print screen function I have to open Paint, then New, then Paste. Well it does not give me a picture of the screen that I supposedly saved but rather a small pic of some unknown Icon. I am Running XP PRO. Also I can't find my Clipboard Viewer,(which would do the same thing for my print screen function).

Here is a URL to help with the Clipboard Viewer:
Where’s the Clipboard Viewer in Windows XP?

Also - If you Press Shift + Print Screen then open Paint. Just select on the top menu - Edit then Paste - this will put the screen that you captured in Paint.

FWIW, not trying to dodge your exact issue but there are much better programs for capturing screen shots. I use a freeware called PrintKey2000 which has been around for years and widely accepted. It'll capture the entire screen or any part of it you want to define.

    Open Paint.
On the top menu - Image -> Attributes.
What does the Attributes show ?

Press Default and this should reset to Width to 640 and Height to 512.
Also Units = Pixels & Colors = Colors.

After you press Default then close paint.
Do Shift + Print Screen and then open Paint.
Click on Edit then Paste and see if the screen will paste to Paint.

Did every step you described. Attributes already defaulted hit default anyway for the heck of it.Hit shift and pnrt scrn. Opened Paint, edit, paste, and kablam it puts a real small icon like picture(less than 1/2" square) tried to enlarge it. I can't tell what it is but it wasn't the snapshot of my desktop. arrrrr................
