Resolved [Error "I.E. cannot desplay this webpage" when starting computer]

    when I power up I get this message:
    I.E. cannot desplay this webpage.
    Then I.E. 8 willnot load. The computer will freez up and will have to be shut down.
    I am running: Del GX 240-sme 512 MB ram Windows X P 2nd.
    The E mail is still operating. email address removed by Moderator for your security
