Cannot send hotmail emails from outlook express 6

I cannot send hotmail emails from my outlook express 6. A recreated my hotmail account, downloaded all of my messages but I can not send emails. Can you help me?

 

Unless they changed it back, you can't do that anymore. They stopped doing that a couple of years ago unless you had an older account with Hotmail. Hope that I am not reading your question wrong.
