Defrag fails to initialize - 0xc0000142

I need your help please regarding an 0xc0000142 message...

I have a horrible feeling I need to reinstall some core files, but maybe you can shortcut my problem somehow ?
I have searched BBS & tried Start > Run > sfc /scannow > enter but the dialogue box just disappears. I also tried the same with eventvwr.msc with the same non-result

IMPORTANT DETAILS:
** no installation disc & I have no image of my OS on my HDD nor on CD - I have nothing on media or on flash drive etc
** System restore turned off & no restore points saved
** The Sony OEM partition on the HDD doesn't exist - there is only C:VAIO

BACKGROUND:
I have just inherited the above Sony laptop & I am using it to play online poker.
I have poker tracker s/ware installed to keep a record of all my 'hand historys' & to compile information on my opponents playing styles.
Hold'em Manager stores the poker info in my PostgreSQL database. From experience of my previous PC I know the DB will need to be reguIarly vacuumed, reindexed & then defragged or it will lag very badly while I play online
I have been using the laptop for a week & everything is fine for my purposes at the moment

but...

PROBLEM:
** I tried to use the Windows Disk Defragmenter via Start > programs & it fails to launch - no dialogue box pops up & no error messages appear. The icon for it is not the usual - just a generic folder icon
** I therefore downloaded Auslogics Disk Defrag & when I tried to run it I get the 0xc0000142 message... "The application failed to initialize properly (0xc0000142) Click on OK to terminate the application. "
** Control panel > Administrative Tools: Component Services, Computer Management, Event Viewer, Local Security Policy, Performance & Services also fail to launch, but Data Services (ODBC) is fine. All the icons are as they should be.
** System Tools items all work (I think) except for Disk Defragmenter
** Start > Run doesn't work (see top of this post)
** Start > Search kind of works !! It doesn't seem to be looking in these folders though: 'WINDOWS' & 'Program Files'. For example when I search for Auslogics I get the shortcuts in C:\Documents and Settings...etc but not the actual folder in 'Program Files'

SOLUTION/QUESTIONS:
I suppose I need to fix some dll's?
Maybe remove & reinstall SP3 from the internet (would takes forever)?
I am hoping I can download some sort of easy fix.

If all else fails I will have to buy another copy of XP Pro + SP3 & reinstall - I would rather not if I can avoid it, but I know the poker tracker software will be unusable in a few weeks if I can't defrag the HDD

Incidentally - Hold'em Manager will only work under Windows

1] What do you mean by this "...then I would consider performing a repair installation of Windows XP" - I don't understand your terminology, but it sounds like you are saying I buy another copy of XP Pro...

This is where I'm truly lost & need advice, because I have never done any of the below & I don't understand licensing

A] NEW OS CD:
I can buy...
a) New CD XP Pro Home + SP3 + COA for £18 ($29) or
b) Bootable OS CD for repairing XP for £4 ($6.50)
You are saying I need a), but will b) do the job?

Q3. If I go with a) why not do a clean install & then reinstall PostgreSQL afterwards ?
I was wondering if this offers advantages over a repair ? Could I select to only install a 'slimmed down' version of XP if I do a clean install ? I only use the absolutely essential services in XP to increase performance

Repair install it is then - I really don't fancy messing with drivers
Though it would be nice to get rid of messenger, ie & a few other things

After that I will use blackviper to sort out services

Those errors generated by Dial-A-Fix are normal when IE8 is installed since DAF hasn't been updated to accommodate the new browser version. I get the same ones on my system, which is working well.

Even so, you still need to do the reinstall.
