I have a pc I am trying to set up as a HTPC, it is an older Hermes 845GV with an MSI Micro ATX board w/DVI Out. A similiar one is pictured here. http://www.tomshardware.pl/howto/20030505/images/msi6.jpg the problem is when it is hooked up to my Sony LCD DVI TV the display is locked at 640x480 and I cannot change it. any suggestions?

What are the details/specifications of the graphics adapter? Does it have a graphics manager software installed (like ATI, nVidia, SiS, VIA or Intel)?

If you have graphics manager software installed, you should use that to set up the TV (second screen), not the Windows Display settings.
