Do you have XP Pro? If so, a tweaker may have changed policy, or someone may have set a policy:

    Run:
    gpedit.msc

    Find:
User Configuration, Administrative Templates, Start Menu and Taskbar.
"Remove access to the context menus for the taskbar "

    or

    Admin Templates, System, Ctrl+Alt+Del Options.
    "Remove Task Manager ".

It is normal for it to take quite a while to gather all the information from the registry.

It's possible you didn't wait long enough. It takes mine maybe 2-3 minutes, depending how many policies are defined.

I'm not totally discounting the virus idea---just suggesting the most likely solution first.

If no virus shows up, either, you may want to go to a repair installation, especially if the policies are inaccessible for some reason.
