    Must be missing then.

Go Start>Run ( "Start Search" in Vista), type in:
    sfc /scannow
Click OK (hold CTRL, and SHIFT, hit Enter in Vista).
Have Windows CD/DVD handy (with Vista, most likely, you won't need it).
If System File Checker (sfc) will find any errors, it may ask you for the CD/DVD (rarely in Vista case).

[The SFC] reached 100% Verification and closed. What now?

And the Avira Registry Cleaner found 30 keys. Some of them say Norton/Symantec though. What am I supposed to do?

Your computer is clean, so eventually, you'll have to repost the issue under regular Windows forum, but I'm going to give the issue one more shot.

Please download SystemLook from one of the links below and save it to your Desktop.
    Download Mirror #1
    Download Mirror #2

    • Double-click SystemLook.exe to run it.
    • Vista users:: Right click on SystemLook.exe, click Run As Administrator
    • Copy the content of the following box into the main textfield:
      Code:
      :reg
      HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc /s

    • Click the Look button to start the scan.
    • When finished, a notepad window will open with the results of the scan. Please post this log in your next reply.
Note: The log can also be found on your Desktop entitled SystemLook.txt

    Leave Norton's keys alone.

The key looks exactly as mine.

Go back to services.msc and see, if following services are started and set to Automatic:

    - Windows Management Instrumentation
    - Remote Procedure Call (RPC)

    Try here: http://forums.techarena.in/vista-security/705875.htm#post2681676

If the above doesn't work, you'll need to repost under Vista forum, because I'm running out of ideas.
Surely, Security Center service was yanked by your infection, but I'm not sure how to get it back, short of reinstalling Windows.
Do you have Vista DVD by any chance?

Oh, Security Center is back. I thought I mentioned that. My mistake. Sorry about that.

It came back after the SFC thing.
