I have two PCs wired to my router. One works great no problem. On the other one I am unable to connect to the Internet. Looking at the network connections properties, the PC can send packets but can't receive packets and is assigned the Microsoft 169.x.x.x IP. Here is list of troubleshooting that I have tried but have been unsuccessful in fixing my problem.

    1. Change connections with the working PC connection.
    2. Scanned for virsues, spyware, adware, and malware.
    3. Repaired winsock
    4. Disabled the onboard nic card and installed a new nic card.
    5. Reformatted the harddrive and reinstalled the OS.

I still can't connect with this one PC.

What IP address is on the one that is working ?
If you pull up a command promt and type in ipconfig on both PC's then this will
tell you the IP address, Subnet Mask, and Default Gateway. The Subnet Mask and Default Gateway should be the same on both PC.

Also if you go to Start, Settings, Network Connections and Open the Local Area Connection then Select Internet Protocol and then Press Properties is the Obtain IP Address and Obtain DNS Server Address Automaticaly checked ?

What Brand is your Router ?

The IP address of the PC that is working is 192.168.0.104. Yes the obtain IP address and DNS obtain automatically is checked. The router is a DL-624. Also I have plugged a laptop into the connection that the non-working PC is using and can obtain an IP.

Try manually setting the IP address to 192.168.0.130. Set the mask and gateway to the same as the working PC. Mask is probably 255.255.255.0 and the gateway should be the internal IP address of your router.
