I have Outlook Express with Charter Internet in Wisconsin. In Florida I use a Verizon Phone Card in the computor.

I recieve mail just fine, but cannot send or reply. I have contacted both Charter and Verizon and they both claim it is the other guys.

Make sure you are using the correct settings in the SMTP settings. Also you have to use the SMTP server settings of the ISP you are connected to at the time you want to send. What I mean is you can't use ISP#1 SMTP when you are connected to ISP#2.

Many mobile or cell phone operators do not use port 25 on their smtp servers.

Try changing it to 586, and see if that cures it. Also ask your Verizon support what port numbers they use.

The defaults of 110 pop and 25 smtp are often changed to prevent spamming.
