A 32 bit OS can use ~ 3.3 - 3.5 Gb of RAM - this applies to all 32 bit OS's - XP, Vista & Win 7 regardless of how much memory is installed.

I run Windows 7 Pro x64 with 6 Gb RAM dual booted with XP Pro SP3 x86. Win 7 sees all 6 GB, XP only 3.5 GB. It is a limitation of 32 bit.

If you want to install more memory you need to run a 64 bit OS - Vista x64, Win 7 x64 - don't even consider XP x64 :)
