All my icons are gone

Im hoping this isnt going to be a legnthy explanation, but here goes. Every now and then i get an advertisement that just pops up on my screen even if i dont have a browser opened. It is telling me i have a virus and i need to buy this anti-virus program. The company uses the icon with the shield and the shield is in the 4 colors that microsoft uses. I keep saying no i dont want it and close the ad. Every few minutes it will keep popping up and i keep closing it, before i know it the icon is in my tray. I go in and delete the darn thing. Before you know it all of my icons and everything else is gone from my desktop, no icons, no tray, no start, nothing. All i can get up is task manager by using cntl alt dlt. In case your wondering how am i online now, well i have to turn off my computer by just pressing the power button, then turn it back on and then i get that little box that asks me if i want to send a report to microsoft and if i say yes then it does that and then the next box has a link on the bottom for more information which will then open up a browser. This has happened to me 3 times now. The first 2 times i thought maybe it was one of the file sharing programs my kids had. But this time i am sure its this ad ware because i have no more file sharing programs, plus this happened when no one was home, no programs was opened, the computer was just on. How can a company that wants you to buy their product go ahead and mess up someones computer. Isnt there a law against this....if i ever find out how to call this company they are going to get an earful from me...so anyways how can i fix this problem without losing everything and re-loading windows from scratch. I tried to just re-load windows over top of the one i have but doesnt work. HELP!!!!!!!!!!!!

Forgot to say when starting up and i hit F8 it will not let me use any of the other options (safemode,last known good settings, etc.) all it will let me use is START WINDOWS NORMALLY

 

Cant get it to work

I did the download, but when i RUN it i get a black screen up with words but it disappears before i can read it, even if i hit the pause button. When i right click it and click OPEN CONTAINING FILE when it tries to open it it tells me that the path is incorrect, so i click ok...then another window opens and tells me it cant open it because the path or syntex is incorrect...plus i cant save it to my desk top...
