Toshiba Satellite A60 laptop. Win 2000 and several incompletely installed XPs.
3 gig cpu, 127gig hd, 448 mb memory.
The OS is Win 2k and it works. However, there have been three or four attempts to load XP which failed because of a missing hal.dll and these all show up as options during boot up. I have tried to fix the hal.dll problem by following the instructions on Microsoft's website with no luck...I don't mind formatting the entire disk and starting over, but I can't get a format command with which to do it. XP recovery console doesn't have a format command, nor does Win 2k. I've tried a win98se boot disk, but that doesn't do it either.

    Welcome to WindowsBBS :)
    Sure does ....

Description of the Windows XP Recovery Console for advanced users - see attached screenshot.

Generally you would boot from the XP CD and format the drive from there - my notes on the subject, based on the install screens .....

I've done all that you suggested and, alas, it brings me back to my starting point, i.e. "Windows could not start because the following file is missing or corrupt: <Windows root>system32\hal.dll

The problem turned out to be a corrupt xp installation disk. All is well, thanks for your help.
