Are you saying that you adjust the size of the toolbar and when you reboot it doesn't save those changes? Have you tried "Locking" the toolbars (by right clicking on them and choosing "Lock the TaskBar "?

Tried locked and unlocked and it still does the same darn thing.
I think your quote about the use of H.E. is about where i'm at with Vista.

Do you have a quick search section on your toolbar? If so, that's been known to cause this behavior.

If so, here's a fix for one of the offenders:

Press the Windows key and the R key to open the run dialog. Type the following command exactly as it appears and then press Enter:

    regsvr32 /u "%Systemroot%\System32\omniband.dll "

This uninstalls the Search Assistant Desk Band settings in the registry. Next, rename the file omniband.dll to old_omniband.dll and reboot Windows.

Don't worry if you don't find this, we'll move on to the next step anyways:

Copy the text inside the box below and paste it into a Notepad document. Save the notepad document as "reset.reg" (without the quotes). Create a System Restore Point to backup your registry settings, then double click on the reset.reg file and allow it to merge the settings into your registry. Reboot for changes to take affect (some folks report that up to 3 reboots were necessary):

    Code:
    Windows Registry Editor Version 5.00

    [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
    “NoSaveSettings”=dword:00000000
