Frames isn't a program per se, but rather a set of HTML codes that allow a page to be split into two or more pages displayed simultaneously in a browser. Perhaps one page could be a menu and one the page content; or maybe an ad bar, content, and another ad bar; or about a million other applications.

Most browsers from the past 4-5 years support frames. If yours doesn't, I've put the links to two of the browsers that do below:

http://www.microsoft.com/windows/ie/downloads/critical/ie6sp1/default.asp <--- Internet Explorer 6, Service Pack 1 (this is the latest version of Internet Explorer.)

http://channels.netscape.com/ns/browsers/download.jsp <--- Netscape 7.0 (the newest version of Netscape).

I personally find that IE 6 is more stable and displays web pages more cleanly than Netscape but either way, you should be fine.
