Actually it is my Auntie's Computer about 70 miles away but I walked her to the device manager and found the specs you requested to be of assistance.

    Graphics: Intel R82810E Graphics Controller
Sound: Crystal WDM Audio Codec + MTU-401 Compatible
    OS: Win98 SE

The hard drive may be faulty since it was swapped out of an older (Win95) dead box that crashed. The computer was working fine and not connected to the internet so I am thinking that may be the case. Your thoughts?

I found this suggestion on another forum:
    ----------------
That is a standard windows file available in Win98_30.cab.

    1. From the desktop in Win98, you click Start> Run and in Open: box type in SFC and then press ENTER
    2. Click and bubble the radio button ( circle)of Extract one file from the installation disk
    3. In the box of Specify the system file you would like to restore, type in crtdll.dll
    4. Click Start
    5. You will be prompted to specify the source to extract the File from, which could be .cab files on your Local Primary hard drive in a folder under Windows.most often Windows\Options\Cabs . If the file is not in that location, you should have a Full Windows98 Installation CD (not a Recovery CD from the PC vendor). Either way, point the source for the file to the appropriate location, and it will extract the proper file and put it in the Windows\System folder.
    ----------------

Think that is a potential solution? In any case I won't be able to try anything until my next visit ~2 weeks from now, so no hurry.

    Thanks an oodle.

Partial solution probably, but I'm 100% certain it won't work as described.

I'll look into this over the next couple of days and get back to you before your next visit to your Aunt's.

    EDIT:

Out of curiosity, which forum did you get those instructions from?

    2nd EDIT:

    Do'h.

Actually it'll probably work (I'll go down to 50/50 ;)). When I used 9x I used the expand command and didn't even know sfc existed in 98

Make sure you have the CAB files or the OS CD and all should be well, if possible post when you're at your Aunt's and I'll assist live. My apologies for the error previously but I rarely use 98 nowadays.

    Credit goes to
    http://www.computing.net/answers/windows-95/missing-required-dll-file/131281.html

I WOULD post from my Aunt but, no internet, no NIC and wayyy (in some narrow relative chronological contexts) before wireless adaptors so no WLAN hictchhiking to get online. I will, however, let you know of any success/failure in regards to this.

What I am still concerned about would be the integrity of the hard drive could this be a problem? I would really hate the problem to arise again. I can CHKDSK and reformatted the drive and the problem WAS non-existent before, and nothing could have changed that much since no new programs were installed or removed and there was no internet. Would another CHKDSK be in order or can we do something else like make a copy of the windows directory and compare periodically for missing files?

    Thanks a lot m8.
    Cheers
