When I first got my pc with Vista Home Premium x 64 in Jan on occasion IE 7 would open but would say connecting and there would be a magnifying glass in the bottom left and nothing would happen so I would close IE and try again and usually it would work.

The same thing would happen with links but as time has gone by it has become very regular. I have tried IE 8 and the same thing happens.

It seem to be ok when I run IE with add-ons disabled, but if I go through tool and manage add-ons and manually disable add-ons it still happens.

If it runs OK with Add-ons disabled the likelyhood is that an Add-on is causing the problem.
What procedure did you use here? You should go to Tools > Manage Add-ons and disable every one and test. Then enable each add-on one at a time testing after each add-on has been re-enabled.

Another approach is to try a reset of IE (Tools > Internet Options > Advanced - Reset) although I rather doubt this will have any effect if the issue arises in both IE7 & 8.

As a matter of course you should empty your temporary Internet Files and set IE to empty them when the browser is closed (Tools > Internet Options > Advanced and scroll down to the Security section and check 'Empty TIF folder when browser closed').
