Windows Installer not installed? Now what?

    DELL Dimension 2400...
    recently started getting error msg '... can't install app (AVIRA; ADOBE; et al)..' because WIN Installer is not installed.... tried downloading/installing WIN INSTALLER... catch 22--- can't install since Win Installer not installed !!! HELP!!! Tx
