Multiple User Accounts can't access each others files

    My neighbours have a laptop which they log into using seperate user accounts (no passwords) the accounts are both set as administrators but they can't see each others files like photos. How can I change this for them so that either they can see everything on the computer or they just have one log in that can see everything?

    It doesn't look like anyone has an answer to this problem. I just want to change my neighbours lap top which has to user accounts (log ins) to just one log in so that they can both see everything, there must be a way?
