Windows Vista Icon problems

    Hello all. Recently I bought another computer with Vista Ultimate.
    I have installed and uninstalled many apps trying to get all my old software and hardware going. I think everything is working now.
    My problems is in control panel, when I try to open Administrative Tools all I am presented with is a desktop.ini file.
    Anyone have any ideas? Thanks

    Does the Admin Tools open?

    The desktop.ini usually shows up cause you unchecked the hide system files.

    Clicking the Admin tools icon is like opening a folder. Nothing but the desktop.ini shows up. Everything else is missing.
