I write the message. I click send. The message goes to the Outbox. The "Outlook Send/Receive Progress" window shows "Progress" = "Completed ". However the message is still located in the Outbox. The recipient does not receive the message. The message in the Outbox is in bold font unless I open it from the Outbox. Then it is in non bold, italic font.

I have read several other "Outlook will not send" posts. They seem to differ in some way from this situation. I have, however tried all the proposed solutions to no avail.

This problem started after I deleted the .pst files. I deleted them by opening their location folder and dragging them to the recycle bin and emptying it.

To repair this problem I have...
    Removed all add-ins.
    Run "Detect and Repair "
    Re-created new .pst files.
Deleted all email accounts and recreated them.
    Tried totally new accounts.

    Nothing has worked so far.

    Partially Resolved

I found Microsoft Outlook 2003 separate from Microsoft Office 2003, in the Add or Remove Programs list. I ran a reinstall or a repair (I forget which) and I can now send on one account but not another.

I tried to both repair and reinstall Microsoft Office 2003 via the Add or Remove Programs list and clicking on Change. I received an error message. It read, Install ended prematurely. I clicked Okay and then another error window popped up and it said Fatal Error.

I think I might just reformat the disc and reinstall XP and Office. I can save my data on something.

Thank you for your help hawk22.

I will look for posts I may be able to help in order to reciprocate.

Tools > Options > there's a setting "Send mail immediately when connected ". By default it's unchecked and mail goes to Outbox.

Thanks TonyT. I found this setting and it was checked, but I appreciate your help.
